false, so the bare call is the form you almost always want.

installRecommends: boolean

Install Recommends: as well. Off by default: recommends pull in a
surprising amount (a compiler's recommends can include an MTA), and a
build image should contain what it was asked for.
noCleanup: boolean

Keep /var/lib/apt/lists instead of deleting it. The lists are ~40 MB of
package index that nothing at runtime reads, and they are baked into the
layer — keep them only when a later .run() in this image installs more
packages and passes noUpdate.
noUpdate: boolean

Skip apt-get update. Only correct when an earlier layer in the same
image already refreshed the lists and nothing has invalidated them.
