One entry in a list of same-kind targets.
Every list-shaped option in CargoConfig takes these: id names the
target, and the rest of the entry configures it. So a crate that must be
checked three ways registers three targets whose names you chose, and each
one passes or fails on its own.
id names the target and nothing else. In particular it is not the name of
whatever cargo is building — a binary carries its own
CargoBinaryOptions.binaryName, so the same binary can be built several
ways under several ids.
